How to get your HQL Step by Step

 

  1.       Take an HQL Course with a registered Maryland State Police Handgun Instructor.

1-a. You will receive a Certificate with a QHIL number on the bottom left-hand corner.

             Ex: QHIL-####-####

 

  1.       Get Maryland Livescan Fingerprints done for HQL

IMPORTANT: From the time you get your fingerprints done, you have one year to apply online for your HQL. If you do not apply after one year, you will have to get your fingerprints again.

 

Your fingerprints will cost around $60.00

(For Utah CCW, this will be an additional $25.00)

 

You will receive a receipt which has a Tracking Number. You will use this number soon!

 

  1.       Apply Online.

This will cost an additional $50.00 to the State of Maryland. Have QHIL Number and Tracking Number handy.

– Go to SalisburyFirearmsAcademy.com and Click on MSP Portal In the top right corner.

-Click on HQL Portal on the left hand side

-Go to: Click here to create an account.

 

  1.       77R Application

After you receive your HQL by email, you must now fill out a 77R application before purchasing your handgun. Have your HQL card handy. This will be an additional $10 to the state of Maryland. You must fill out a 77R form for every handgun purchase.

-Go to salisburyFirearmsacademy.com click on MSP portals and choose 77R

– Click The Licensing Portal. 

-You will have to create a new account that is a separate account from the one you already made to get your HQL

How To Get a Maryland Wear and Carry Permit

  1. Take a 16-Hour Maryland Wear and Carry Course with a Maryland State Police Qualified Handgun Instructor (That’s Us).
    1. Upon completion of the course, you will receive:
      1. Maryland Wear and Carry Training Certificate
      2. Maryland Qualification Score Sheet
        1. You must sign the Score Sheet
        2. On the bottom of the Score Sheet, you will need the number either labelled QHIL- or QHIC-
  2. Get Maryland Livescan Fingerprints Taken for Wear and Carry
    1. Google “Maryland Livescan Fingerprinting Near Me” to find somewhere close by to get your fingerprints taken
    2. Let them know it’s for a Maryland Wear and Carry Permit
    3. You will receive a receipt with you TRACKING NUMBER.
      1. You will need both your tracking number and the receipt for the application process.
  3. You will Three references that are NOT related to you and have known your for at least two years, including their:
    1. Name
    2. Email
    3. Address
    4. Phone Number
    5. Place of Work
  4. Your Work History for the past 5 Years.

 

  1. Scan Paperwork to your computer:
    1. Maryland Score Sheet
    2. Fingerprint receipt containing Tracking Number
    3. All Supporting Documents that pertain to you (such as DD214 if prior military)
    4. A digital photo (selfie taken on cell phone on PLAIN WHITE BACKGROUND).
    5. Go to WWW.MDSP.ORG (You will need Constant Access to your email account during the following steps)
    6. On the Right-Hand Side of the page, Click the Picture below where it says “Apply for Firearms Purchases, Licenses, and Permits”
    7. Click “Create My Account”
    8. Fill out online form to create your account
      1. *********Write down the email and password you used***********
    9. You will get an Automated Email verifying that you created an account from the Maryland State Police.
      1. Go to that email and Click where it tells you to verify yourself.
    10. Go back to the “Apply for Firearms Purchases, LIcenses, and Permits” home  screen and Click “Log In”
    11. You will, once again, get an automated email asking to verify that you are you. This will contain a 6 digit code that you will need to input to continue on to your application.
    12. There will be two options to choose from, 77R application and a Handgun Permit Application. Click “Handgun Permit Application”
    13. Fill out Application as it says
    14. Submit Application
  2. Print a Copy of Your Application for your Records
Applying for a Maryland-designated collector letter. 

 

** NOTE ** This can only be done once you have a firearm in your name. 

 

  1. Go to mdsp.maryland.gov, click on Licensing Portal on the right side of the page. 

 

  1. Create an account in the msp portal (if you don’t already have one). 

 

  1. Log in with your username and password that you created. 

 

  1. Once in the portal,l scroll to the bottom of the page and click on the link that says ” Start Designated Collector Application”. 

 

  1. Fill out the demographics information on the Google Forms. 

 

  1. Click submit when you have finished filling out all the required information. 

 

  1. Once it is submitted, MSP will email you the letter once it is approved.
